I mean that if you have a jogger who wants to switch to swimming, will he have the same cardio for swimming?

The cardio will be similar but he will get much more strength training at the same time while swimming.

Swimming engages every muscle in the body, whereas running is largely leg-exclusive. A runner's heart and conditioning is probably up to the task of switching to swimming, but his/her arms and back might have some catching-up to do before they are up to the task.
